Arizona has the most seasonal scene in the country: a packed winter and a summer where much of it disappears.

Phoenix is the state's main scene and is transformed each winter by seasonal residents, which gives it a wider age range than almost any other US metro. Tucson is smaller, friendlier and slower, and follows the same seasonal pattern.
The winter influx is not a minor factor. Between November and April, Phoenix and Tucson have substantially more people, more events and a noticeably older average age than they do in July.

Outside the metros
Flagstaff and the northern communities have small networks with a different, cooler-weather rhythm. Elsewhere the state is thinly served.

Arizona's winter influx does something no other state's does: it temporarily changes the demographics of the whole scene. Between November and April both metros have more people, more events and a noticeably older average age than in summer.
If you are starting out
Start in winter if you have any choice about it. A couple arriving in July and looking around will reasonably conclude there is very little here, and will be wrong by about six months.
